Supporting Camp Justice's Stand

RESOLUTION NO.WB-99-03 RESOLUTION OF THE WOUNDED KNEE DISTRICT COUNCIL OF THE OGLALA SIOUX TRIBE (An Unincorporated Tribe) RESOLUTION OF THE WOUNDED KNEE DISTRICT COUNCIL SUPPORTING CAMP JUSTICE'S STAND THAT THE COMMUNITY OF WHITE CLAY, NEBRASKA IS WITHIN THE JURISDICTION OF THE FEDERAL GOVERNMENT AND THE OGLALA SIOUX TRIBE. WHEREAS, the United States Congress passed the 1889 Act establishing the Pine Ridge Indian Reservation to include a 10 mile wide by 5 mile wide deep area in the state of Nebraska, and WHEREAS, numerous crimes to include murder have been committed in Nebraska that are unsolved and 7 murders were committed in White Clay, Nebraska, and WHEREAS, in testimony before the Nebraska Liquor Commission the Sheridan County Commissioners, did state that it was an Indian problem and it was concentrated in White Clay and they didn't want it spread to Rushville, Chadron and Gordon, and WHEREAS, the Oglala Sioux Tribal Council is concerned about the children and future crimes being committed and unresolved and, WHEREAS, White Clay, Nebraska is an unincorporated wide open town that needs law enforcement and justice, and WHEREAS, the United States Congress never did rescind or code any land from the Pine Ride Reservation to the state of Nebraska, and, WHEREAS, the Oglala Sioux Tribal Court has issued an order stating that unless and until the Oglala Sioux Tribal Council firmly declares that the community of White Clay, Nebraska is within the 1889 territory of Pine Ridge Indian Reservation, and therefore subject to the laws of the Oglala Sioux Tribe, the court can not exert jurisdictions, now NOV-04-99 THU 12:56 PM OST PRESIDENTS OFFICE FAX NO 33 P.04 Page Two: wkd. RESOLUTION NO.WB-99-03 THEREFORE BE IT RESOLVED, that the Oglala Sioux Tribe Council does declare the community of White Clay, Nebraska to be within the 1889 territory and subject to the laws and jurisdictions of the Oglala Sioux Tribe.
