A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

November 6, 2001

To declare the existence of an emergency with respect to 
the need to express the sense of the Council to request 
the Washington Redskins to change the team's name before
the beginning of the 2002-2003 football season.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, 
That this resolution may be cited as the "Sense of the 
Council in Support of the Washington National Football 
League Franchise Name Change Emergency Declaration
Resolution of 2001". 

Sec. 2.
(a)  The team name "Redskins" is offensive and hurtful to many Native
Americans who are citizens of this nation and to all people who reject racial
stereotypes and bigotry as socially and morally unacceptable.

(b)  The Council and the citizens of the District of Columbia are proud of
their National League Football franchise and want the team's owners to have ample
time to conduct a thoughtful process in developing a name that instills pride.

Sec. 3.  The Council of the District of Columbia determines that the
circumstances enumerated in section 2 constitute emergency circumstances
making it necessary that the Sense of the Council in Support of the Washington
National Football League Franchise Name Change Emergency Approval Resolution of 2001
be adopted on an emergency basis.

Sec. 4.  This resolution shall take effect immediately.
