Sometimes called the "BIA Whistle-blower", or just Whistler, I have been supportive of Indian rights and fighting for BIA reform for so long that apparently my sincerity and motives are not questioned, and I thank you for that.

Beginning in 1986, I have been making a big stink (with BIA, Interior, the Courts, various U. S. Presidents, Senate Select Committee, the media and such) pushing for BIA reform and the correction of what I called (in Indian Country Today) the greatest fraud in the history of the United States, the stolen billions from IIM and tribal trust accounts.

I am concerned about how the pending federal court settlement ,( in Cobell v Norton,) will impact the future survival of Indians. History shows that Indians, like most other distressed peoples, were sold-out by traitors from within, eager for personal glory or greed. Chief Joseph's bands were sold out, and so in Europe were the Jewish people, Blacks sold as slaves by their own in Africa, and similar Judas stories throughout history. You might expect this to happen again, and in my opinion it is happening right now. I will fight against this as best I can, but I have no helpers, no money and no organization. I need your advice about how to stop this and I need any sources of help you can offer. The Cobell plaintiffs are making a good personal income from this case, and in return are giving away the legitimate claims of generations of Indians for pennies on the dollar. They are letting the thieves and oppressors get off free and unpunished. This "bargain with the devil" keeps the "barn door" unlocked for more government protected thievery in the future.

Obviously BIA laughs at reform, and the crooks remain in power. For those who have read my book, Bill Benjamin has been promoted to the Senior Executive Service and is the top BIA administrator (crook and thug) in the Rocky Mountain Region. The obvious deal is that the crooks go free, and Interior only admits to "mistakes" of various types, in turn for the Indians getting a pitiful amount of cash now and release all claims for better justice.

I have tried to present this as gently as I can, but it is a tragedy and my heart cries out to stop this horror. Can we let this go on forever?? What about your kids, and mine, and the next generation??

As I see it, Elouise Cobell is basically a good person, but she and NARF (Native American Rights Fund) are letting the main problem (criminal) slide by unchallenged, and are compromising your interests for about a dime on the dollar. Oppressors always search for weak spots and traitors who are well rewarded. Cobell, I am told, has a "publicist" and staff who work to glorify her as a hero, and she has collected money in large chunks. Although most or all parties (good and bad) have read my book, they avoid me like crazy because they are unwilling to deal with honesty, although my facts have all been verified and are what made a law suit possible.
