This is our Lakota territory, we have declared our sovereignty here at the Wicahpi Iyoyumpa Building as the Grass Roots Oglala Lakota Oyate and have declared our official proclamation of freedom at our Oyate Wolakota Omniciye Tetuwan Oyate Teton Sioux Nation Treaty Council, Treaty Gathering on June 30, 2001, Storm Mountain Center in the Black Hills.

The Tetuwan Oyate freedom flag consists of colors of the Sacred Unci Maka in the background and 1851 treaty boundaries with the United States of America, which is within the states of North Dakota, South Dakota, Nebraska, Montana and Wyoming. Our boundaries consisted of wiconi mini uhomini, water circle of life, grandmother Marie Randall had explained this many times as did wise lakota elders speak of these important oral history elements.

Today an American flag had been burned, when you looked a the ashes they looked like blood, how true a sign it may have been, like the endless campaigns against our Tetuwan People and other Lakota Oyate (People of Unci Maka). Campaigns that almost wiped out grass root (radical) people of Unci Maka, Sand Creek Massacre, Wounded Knee Massacre, Cheyenne Exodus of 1878, Northwest Ethnic Cleansing, East South Dakota Massacres, the public hanging of 64 indigenous delegates which could have been pardoned by President Abraham Lincoln.

We stand here United, Confident, Competent Children of Ancestries of Great Leagues, Oceti Sakowin Sacred Council Fires, Six Nations of Iroquois, Northwest Alliances, Klamath, Lummi, Muckleshoot, Nisqually, Quinault, Skokomish, Squaxin Island, Spokane, Stillaguamish, Suquamish, Swinomish, Makah, Chinook, Yakima, Navajo and Dine Nations, Northern Cree Nations, Northern Dakota Canadian Nations.

Blood like the Pipestone, We gather to fulfill our Seven Sacred Rites, these rites brought to us by the Buffalo Calf Woman to serve basis for our Traditional Constitutions and Code of Conduct. The Cannupa which keeps the Pte Oyate and Generations to come one with Unci Maka and Tokashila Wakan Tanka and the Tate Tobe.

Today, we declared our full sovereignty as indigenous peoples within the Continent North America, freedom to stand as True People of Unci Maka on Turtle Island.
