Nick Lay has announced his candidacy for reelection to the Cherokee Nation Tribal Council, District 8, representing Tulsa and Washington Counties in the May 22, 1999 Election.Lay was born in Bartlesville and lives in Ochelata. He is a graduate of Northeastern Oklahoma State University with a Bachelor's Degree in Business Administration and a Major in Finance. He also has an Oklahoma Teaching Certificate and is Oklahoma C.L.E.E.T Police Officer Certified. He is self- employed as a rancher and is vying for his second term on the Cherokee Nation Tribal Council.
During his first term in office, he implemented a plan for social development by bringing the first ever Indian Health Care and Mobile Clinic to Washington and Tulsa Counties. He has fought for and got his constituents: Free Dentures, Free Eyeglasses and Prescriptions. He fought for and acquired Scholarships, not based on income, for students going to college or vo-tech schools. He fought for the Nowata Clinic to be a full fledged Clinic in the Northern part of the Cherokee Nation. "District 8 has been lacking in health care and I am really happy that we have received this badly needed service." Lay said.
Lay won a landmark Supreme Court Case which entitles District 8 to vote for two representatives on the Tribal Council effective with the May 22, 1999 election. Lay is also hoping to win another Supreme Court Case asking for additional funding in over 14 million dollars in direct services for the Cherokee people of Washington and Tulsa Counties. "This money will be used for the badly needed services such as food distribution facilities, housing, health care, educational scholarships, and other educational needs." Lay said
Lay also said, "In the four years I have served as your representative, I am proud that I was able to implement a strong economic and social developmental plan. I will continue to bring you the badly needed services that we need here in District 8. I have enjoyed meeting with you at nearly 20 community meetings throughout the District, some of which were in Bartlesville, Sperry, Collinsville, Broken Arrow, and Tulsa."
